Alexander Rubtsov is Member of UAC Executive Board since 2007, when “Ilyushin Finance C°” became a part of UAC. The “Ilyushin Finance C°” leasing company was created in 1999 on Mr. Rubtsov’s initiative and with support from Ilyushin Aviation Complex in order to provide financing for some Russian civil aircraft building projects.
Since that time Mr. Rubtsov is General Director of the company, developing the system of Russia’s aircraft leasing, which became one the most efficient means of support for the Russian aviation industry. The company’s activity received government support in 2001, when “Ilyushin Finance C°” became a participant of Russian Civil Aircraft Leasing Government Support Program and RF obtained 51% of the company’s shares.
The idea to create a leasing company came to Alexander Rubtsov during 1997-1999, when he served Deputy Chairman of Executive Board of National Reserve Commercial Bank (CB “NRB”) and headed the Corporate Finance Department of the bank, which worked on a project to finance aircraft for Aeroflot at that time.
Alexander Rubtsov joined NRB in 1997, when the bank acquired the corporate finance management business of "Ernst & Young Vneshconsult Invest ltd.", where Mr. Rubtsov held a position of Director General since 1993. The company was incorporated in 1993, when “Ernst & Young” united its business in Russia with the business of “Vneshconsult” (JV “Vneshconsult”), a company established by Mr. Rubtsov in 1988.
In 1992, Alexander Rubtsov graduated from the Harvard University (Massachusetts State, USA) business-school. In 1991 he was elected a member of Business Council under the USSR President.
Born in 1958, A. Rubtsov graduated from the Moscow State Institute for Foreign Affairs (MSIFA) in 1980 with honored standing as an international economist. In 1983 Alexander Rubtsov received a Ph. D in Economics from the same institute.
A. Rubtsov is married, has two children.
