Main Provisions of the Development Strategy of JSC "UAC"

 

“The Main provisions of the Development Strategy of the Open Joint Stock Corporation “United Aircraft Corporation” for a Period up to 2025” (hereinafter “Strategy”) set forth the basic concepts and lines for efficient and dynamic development of the Corporation with the aim to achieve the status of one of the world largest aircraft industry centers with a diversified product portfolio.

The implementation of this Strategy should contribute to the fulfillment of the first priority tasks facing JSC “UAC” in the area of development of military, civil and transport aircraft in Russia, including:

  • to satisfy the requirements of state customers (RF Ministry of Defense, RF Ministry of Internal Affairs, RF Ministry of Emergencies and etc.) for advanced aircraft;
  • to maintain parity with American and European vendors in third countries military aircraft markets;
  • to dynamically increase sales of civil aircraft produced by JSC “UAC” in the domestic market by manufacturing competitive products relative to foreign counterparts;
  • to gain parity positions in selected-for-positioning niches of the open foreign civil aircraft markets (regulated by free competition laws) by 2025.

The Strategy has been developed on the basis of the targets and tasks set forth in:

  • Decrees of the Russian Federation President,
  • Resolutions of the Russian Federation Government and other guidelines on the development of the national aircraft industry;
  • Fundamentals of the Russian Federation policy in the area of the development of the defense industrial complex for a period up to 2010 and further long-term period;
  • Fundamentals of the Russian Federation military technical policy for a period up to 2015 and further long-term period;
  • Key lines of the development of armaments, military and special equipment (AMSE) for a period up to 2020 and further long-term period;
  • Government’s armament program for 2007-2015;
  • Strategy of the Aircraft Industry Development for a Period up to 2015;
  • Federal target program “Russian Civil Aircraft Development for 2002-2010 and for a period up to 2015”;
  • Transport Strategy of the Russian Federation.

During preparation of the Strategy, the developers considered previous resolutions relating to the schedules, volumes and investments stipulated by the government’s programs for civil and military aircraft development. The Strategy provides for achievement of the following target figures:

  • to achieve a 10% share in the world civil aviation market and more than a 50% share in the domestic market by 2025;
  • to achieve a level of 15-16% in the military aircraft market;
  • to raise JSC “UAC” total revenues from 4 to 12-14 bln USD per year by 2015 and to 20-25 bln USD per year by 2025;
  • to raise the efficiency of production (labor productivity) and bring this figure to the world level (250,000-300,000 USD) by 2015-2025;
  • to increase JSC “UAC” capitalization from 100 to 400 bln rubles by 2015 and by 1 trillion rubles by 2025.

The implementation of this Strategy is aimed to increase the aircraft industry’s contribution to the solution of problems of current stage of Russia’s economic development:

  • diversification of industrial growth and additional increase in the rate of the country’s economic growth beyond (in addition to) the figures which can be achieved in the raw-material prevailing economy;
  • satisfaction of the demand of the Russian Armed Forces for advanced aircraft both in quantitative and qualitative terms and simultaneously maintaining Russia’s position in the world weapons market;
  • closing the technological gap and increasing the level of research and development and innovation activity of Russian companies;
  • development of the high tech segment of Russian economy in order to improve the national security and competitive capacity.
